The deputies of the State Duma adopted in the second reading project federal budget for 2023 and the planning period of 2024 and 2025. The third reading is scheduled for 24 November.
According to the draft budget, revenues for 2023 will amount to 26.13 trillion rubles. (17.4% of GDP), expenses – 29.056 trillion rubles. (19.4% of GDP). In 2024, the budget is expected to increase to 27.24 trillion rubles, in 2025 to 27.98 trillion rubles. Expenses will amount to 29.43 trillion rubles. and 29.24 trillion rubles. in 2024 and 2025 respectively.
Within three years the budget will be in deficit. In 2023, the deficit will be 2% of GDP, in 2024 – 1.4% of GDP, in 2025 – 0.7% of GDP.
It is noted that the bill received 750 amendments. In the course of consideration by the Budget Committee, a block of amendments was supported by deputies from different factions, according to which 58.9 billion rubles. will be redistributed to separate areas.
Andrey Makarov, Chairman of the Committee on Budget and Taxes, noted that compared to 2019, expenditure indicators for a number of items will increase: they will spend 11% more on healthcare, and 5% more on education.
In addition, taking into account the amendments made, in 2023 the government will allocate an additional 8 billion rubles. for the program of integrated development of rural areas. Another 9 billion rubles. allocated for the development of electric public transport next year. Also, financing of the regional and local road network will be doubled – by 29.1 billion rubles.
The amendments provide for the allocation of about 16 billion rubles from the budget. for the development of education, compensation payments to volunteers and scholarships for young scientists and graduate students.
21 November President Vladimir Putin signed the law on softening the budget rule, according to which it will be possible to allocate no more than 8 trillion rubles to finance expenses. oil and gas revenues for the period from 2023 to 2025. Then the figure will be indexed every year by 4%.
