The State Duma approved the creation in Russia of a register of alimony debtors

State Duma deputies adopted in the first reading a bill on the creation of a separate register of alimony debtors, which will become part of the data bank in the enforcement proceedings of the FSSP of Russia, transmits press service of the State Duma.

The initiative was prepared by the Russian government and submitted to the Duma in early October. If the law is adopted, the register of persistent alimony defaulters will appear on the FSSP website in the public domain. It will include information about debtors brought to administrative and criminal liability, as well as those on the wanted list for non-payment of funds. Removing information about the violator from the registry will be possible only after full repayment of all his alimony obligations.

Authors of the initiative noted in the explanatory note that work to collect debt from malicious debtors does not bring the desired result. Last year, almost 1.6 million enforcement proceedings were subject to compulsory execution in the territorial bodies of the FSSP of Russia, and the balance of unfinished proceedings as of January 1, 2023 exceeded 771,000. Of these, in more than 153,800 proceedings, debtors did not begin to fulfill their payment obligations alimony. The Commissioner for Human Rights in Russia, Tatyana Moskalkova, previously noted a 26% increase in the number of complaints about non-payment of alimony at the end of 2022.

Now the data bank in enforcement proceedings contains information about all 113 million pending proceedings. The launch of a separate service with data only on alimony debtors will make it possible to increase the effectiveness of legal enforcement against persons evading payments, the government believes.
