The State Duma approved the budget for 2024–2026 in the first reading – Kommersant

The State Duma adopted in the first reading project federal budget for 2024–2026. According to the document, the main sources of financing the state budget deficit in 2024-2026 will be government borrowing. In 2024, funds in the amount of 1.3 trillion rubles will be borrowed from the National Welfare Fund “to balance” the budget, it says website State Duma.

According to the project, budget revenues will amount to 35.065 trillion rubles. in 2024, 33.552 trillion rubles. in 2025 and 34.051 trillion rubles. in 2026. Expenses in 2024 are expected to amount to 36.66 trillion rubles, in 2025 – 34.382 trillion rubles, in 2026 – 35.587 trillion rubles. The deficit in 2024, 2025, 2026 will be 1.595 trillion rubles, 0.83 trillion rubles. and 1.536 trillion rubles. respectively.

The State Duma press release notes that one of the main priorities of the state budget is targeted support for families with children. “In particular, 4.4 trillion rubles are provided for the payment of a single benefit in 2024–2026. This will make it possible to provide them to more than 10 million citizens,” the text explains. About 1.6 trillion rubles are planned for the provision of maternity capital, and more than 482 billion rubles are planned for programs to improve housing provision for families with children.

The draft budget was approved by the government on September 22. On September 29, the project was submitted to the State Duma for consideration. The financial plan for next year is highlighted by a sharp increase in both income and expenses – by 22% and 16%, respectively. Expenses in the “National Defense” section will increase the most (by 68%, from 6.4 trillion to 10.8 trillion rubles), the share of which in all expenses will increase from 21.2% to 29.4%. Another 9.2% (RUB 3.4 trillion) of the 2024 budget expenditures falls on “National Security and Law Enforcement.”
