The State Duma approved in the first reading the registration of cars without an MTPL policy

The State Duma adopted in the first reading bill, proposing to exclude the MTPL policy from the list of documents required for vehicle registration. The author of the initiative was the head of the Duma Committee on Transport, Evgeny Moskvichev.
The document also envisages the introduction of a procedure for terminating registration at the request of the owner of a stolen or wanted car. According to the explanatory note, this will allow such owners not to provide information to various authorities about the actual absence of a car.
According to current legislation, when selling a vehicle, its owner enters into a written purchase and sale agreement (SPA) and deregisters the car by submitting an application to the traffic police (electronically or by appearing at the department in person). The law establishes that this can be done only 10 days after the conclusion of the contract – during this time the new owner must register the car. The explanatory note states that compliance with this norm often leads to the former car owner receiving fines from cameras during these ten days for violations committed by the new owner.
