State Duma deputies intend to prepare amendments to the legislation that will completely ban vaping in Russia, informed member of the Duma Committee on Security and Anti-Corruption Sultan Khamzaev in a comment to RIA Novosti.
“At the Council of the State Duma on April 3 [спикер Госдумы] Viacheslav Volodin urged the deputies to remain in the position of a complete ban on vapes in Russia, the decision of the council was made,” he said.
Amendments containing the ban can be introduced to government bills by the second reading of the consideration of documents, the deputy added.
Earlier January 18 Volodin instructed relevant committees of the lower house to make proposals on a possible ban on vapes in Russia. On the same day, the State Duma, in the second and immediately in the third reading, adopted a law on increasing excise taxes on cigarettes and liquids for electronic nicotine delivery systems from March 1.
On March 23, Volodin approached Prime Minister Mikhail Mishustin with a proposal to consider the possibility of banning vapes. Government will form position on this issue, the prime minister said at the time.
Deputies of the LDPR faction have repeatedly called for banning vapes in Russia. In January 2022, it became known that the party was developing a bill that would restrict the sale of e-cigarettes to teenagers. In July, the LDPR press service reported that this initiative had been submitted to the State Duma.
In July 2022, the State Duma passed a bill restricting the use of electronic cigarettes and hookahs in public places, as well as prohibiting the sale of such products to minors. In addition, on the principle of restrictions on tobacco products, a ban on advertising of such products was introduced.
