The State Duma and the government apparatus discussed issues of synchronization

On Thursday, State Duma deputies from the control committee met with Deputy Prime Minister Dmitry Grigorenko at the government’s coordination center. At the meeting, the issues of synchronization of the terms of preparation of bills and by-laws between the government and the State Duma were discussed.

As Oleg Morozov (United Russia), the chairman of the committee, noted, the members of the committee met with Mr. Grigorenko and his deputies in such a format for the first time. The reason was the conclusion of the Duma Control Committee on the government’s report on the developed by-laws necessary for the implementation of laws (see “Kommersant” dated November 28). In it, the deputies complained about the delay in the development of by-laws, as well as the fact that the government often does not explain the reasons for the delay. However, the office of Deputy Prime Minister Grigorenko told Kommersant that in 2022 the number of violations of the deadlines for the introduction or adoption of regulatory legal acts was reduced by almost three times (this year, the deadlines for the introduction or adoption of 247 acts were violated).

Dmitry Grigorenko explained to journalists that he met with the deputies in order to “establish closer work in terms of synchronizing our actions.” “Recently, we have seriously digitized the system for monitoring the development of bills, and now we are synchronizing information systems with the Duma apparatus so that deputies can see what is happening with us, where the bills are,” he said.

Oleg Morozov, in turn, acknowledged that recently there have been “positive developments in regulations.” At the same time, he stressed that the deputies want to know the reasons for the postponement of deadlines for bills, and suggested that they be indicated in the future in those documents that are of particular concern to the Duma committees. As a result, the control committee agreed with government representatives that the deputies would formulate in a working order in what format to provide them with this information, Mikhail Romanov, first deputy head of the committee, told Kommersant. According to him, it is important that such a dialogue will now become systemic. The next meeting is scheduled for February 2023.
