The State Duma amended the law on martial law

The State Duma has amended the Federal Law “On Martial Law”, which would allow elections to be held even if martial law is in effect in the region. This was reported in the press service of the chairman of the State Duma Committee on State Construction Pavel Krasheninnikov.

Earlier that such amendments are being prepared for introduction, Vedomosti told Krasheninnikov himself on 29 April. He noted that the laws on the admission of new subjects to Russia state that elections should be held in them in the fall of 2023.

Krasheninnikov recalled that according to Art. 7 of the law on martial law in the territory where martial law has been introduced, referendums and elections to state authorities and local governments are not held. In turn, four constitutional laws on the admission of the DPR, LPR, Kherson and Zaporozhye regions to Russia state that elections to the legislative bodies of these regions will be held on the second Sunday of September 2023.

Martial law in the DPR, LPR, Zaporozhye and Kherson regions was introduced after they became part of Russia. The relevant decree signed Vladimir Putin 19 October. Then he recalled that martial law in these regions was introduced even before joining Russia: “Now we need to formalize this regime already within the framework of Russian legislation.”
