By the second reading, amendments were included in the bill, which allow granting the status of veterans also to fighters of organizations that contribute to the fulfillment of the tasks of the Russian army.
As adopted by the Duma law we are talking about persons who have entered into a contract or had other legal relations with organizations “contributing to the fulfillment of the tasks assigned to the Armed Forces of the Russian Federation” during the NWO in the territories of Ukraine, the DPR and the LPR since February 24, 2022, and in the territories of the Zaporozhye and Kherson regions – from September 30, 2022
The procedure for issuing a combat veteran’s certificate of a single sample will be determined by the government of the Russian Federation.
Amendments to the law “On Veterans” were introduced at the end of February by members of the parliamentary working group on issues of a special military operation, which includes deputies and senators. The bill was developed on the basis of the instruction of the President of the Russian Federation Vladimir Putin dated January 2, 2023 to support the establishment of a unified system of rights, benefits, social guarantees and compensations for the Donbass militias.
The explanatory note to the bill said that now the status of a combat veteran and a disabled combat veteran is assigned to military personnel and volunteers participating in a special military operation, as well as to persons sent to ensure the fulfillment of tasks during a special military operation.
Since 2014, the Hero of Russia, a member of the special operation Roman Cheremukhin, had previously asked to give the participants in the hostilities in the Donbass the status of veterans. armed forces by injury. As a rule, this happened before the annexation of the regions of Donbass to Russia.
