The State Duma in the second and third readings adopted a law that allows the Russian Ministry of Defense and its subordinate institutions to conclude contracts for public procurement in any form, should from the Duma electronic database.
As follows from the explanatory note, the new rule will make it possible to meet the needs of military formations, units and subunits in urgent small purchases in the shortest possible time. The document was submitted by a group of deputies headed by Andrei Kartapolov, head of the Duma Defense Committee. The project amends the Civil Code (CC).
According to the current legislation, customers who purchase from a single supplier must enter into contracts in any form. The document will make it possible to extend such rules to the Ministry of Defense.
On April 28, Russian President Vladimir Putin signed a law on the simplification of public procurement. According to it, the initial (maximum) price of the contract, within which the use of an electronic request for quotations is allowed, is increased to 10 million rubles. Also up to 5 million rubles. the price of the contract increases, within which small purchases are allowed using the electronic store.
The law also expanded the possibility of concluding a contract without re-determining the supplier, but when the customer terminates the previously concluded contract. In addition, the law extends the possibility of concluding turnkey contracts, the subject of which may simultaneously be the preparation of project documentation or the performance of engineering surveys, etc.
