The State Duma adopted a law on simplifying the employment of adolescents

State Duma deputies adopted in the second and third readings lawwhich simplifies the employment of adolescents from the age of 14.

The law provides for the abolition of obtaining consent from the guardianship authorities when concluding an employment contract with adolescents over 14 years of age who have received a general education and who have parents. Such a need will remain only in relation to orphans and children left without parental care.

In addition, according to the draft law, the consent of only one of the parents is required to conclude an employment contract. The law emphasizes that teenagers will be able to work only in their free time from school, and they cannot be involved in work that is potentially hazardous to health.

The bill was introduced on November 9, 2022 by a group of deputies from United Russia, headed by Artem Metelev, Chairman of the State Duma Committee on Youth Policy.

The explanatory note notes that 91% of Russian high school students would like, according to a VTsIOM study from 2021, to earn extra money during the summer holidays. According to research by the All-Russian Popular Front and the Russian Movement of Schoolchildren, nine out of ten teenagers want to start working before the age of 18. The bill would be introduced in order to remove restrictions, obstacles and barriers to employment, the authors of the initiative emphasized. According to the authors of the document, under the conditions of sanctions pressure on Russia, the teenager’s income will become financial support for the family, and work “will instill in him a sense of responsibility.”
