The State Duma adopted in the third reading a law that simplifies the confirmation of the application of a zero VAT rate for exporters, should from the Duma electronic database.

According to the document, now, in order to confirm the validity of applying the zero VAT rate, exporters will be able to provide documents not only in paper form, but also in electronic form.

The explanatory note says that the draft law provides for the refusal to transfer paper documents, including a contract. Now companies will have to submit to the tax register in electronic form, which will display the data of both the declaration and the contract.

The law comes into force on January 1, 2024. It is noted that the measures taken are designed to reduce the administrative burden on businesses.

The bill was submitted to the State Duma by the government of the Russian Federation on March 19. The document was approved in the first reading on April 19. The amendments to the second reading provided that the tax authority should apply to the Federal Customs Service in case of discrepancy between the information specified in the order for the shipment of goods, for the application of zero VAT. If the data is not confirmed by the FCS, then the exporter is denied a 0% tax rate. In the second reading, the bill was adopted on December 8.
