The State Duma adopted a bill on state regulation of the tobacco market

State Duma deputies adopted in the second and third readings a draft law on state regulation of the tobacco market, write “RIA News”.
The document was registered in the Duma database on March 9, it was introduced by the Russian government. The bill passed its first reading on April 12. The explanatory note to the document says that its goal is “to reduce the volume of illegal production and circulation of tobacco and nicotine-containing products.”
The document provides for the establishment of the legal framework for the production and circulation of tobacco products in Russia, as well as specialized state control in this area. In the draft law, the production, storage and supply of tobacco and nicotine-containing products and raw materials for their production, import and export of such products and raw materials are classified as goods that require a license. It will be required from March 1, 2024.
The explanatory note cites data from TNS Kantar, according to which the share of illegal tobacco products in Russia in the period from 2016 to 2018 increased from 1.5% to 8%, and in the first quarter of 2019 it amounted to 10.3%. According to ANO “NNCC” for the II quarter of 2022, the share of illegal tobacco products was 12.1%. All this can lead to “falling budget revenues in the form of excises in 2024 in the amount of 34 billion rubles, in 2026 – 50 billion rubles, in 2028 – 74 billion rubles.”
