A protracted political crisis in the city duma of Pereslavl-Zalessky (Yaroslavl region), which is divided equally between United Russia and the opposition, resulted in the resignation of speaker Sergei Kornienko. For a long time, deputies cannot appoint a competition for the position of mayor and expel colleagues caught in a conflict of interest, since there are simply no votes to make these decisions. Wednesday’s meeting began with a visit by bailiffs and ended with Mr. Kornienko’s statement that he “cannot be in the same ranks” with malicious violators of the law. Now Pereslavl-Zalessky was left without a mayor and without a speaker of the City Duma.

An extraordinary session of the City Duma was held at the request of the prosecutor’s office, which made a presentation to the speaker Sergei Kornienko (“United Russia”). The fact is that at the end of October, the deputies were unable to comply with the court decision and deprive their colleagues Mikhail Uvarov-Koryugin (United Russia) and Roman Kozlov (KPRF), who were caught in a conflict of interest when making changes to the general plan of the city. On November 9, enforcement proceedings were initiated against the representative body, and the head of the Pereslavl regional department of the Federal Bailiff Service, Anna Abramova, personally appeared at the meeting to hand over the relevant resolution to Mr. Kornienko.

The prosecutor’s submission (Kommersant has a copy) says that the City Duma’s inability to deprive Messrs. Uvarov-Koryugin and Kozlov of their powers “indicates connivance and ignoring by deputies of a court decision that has entered into legal force,” which creates the prerequisites “for committing corruption violations in the future” . The reason for this situation is “improper attitude of deputies to the performance of duties,” the supervisory authority believes.

In addition to the requirement to comply with the court decision, the prosecutor raised the question of appointing a competition for the position of mayor before the Duma. The head of Pereslavl-Zalessky, Irina Strokinova, left this post in April 2022, becoming an assistant to Governor Mikhail Evraev. The latter personally came to the city to introduce to the deputies and the public the acting mayor Alexander Tarasenkov (previously he was a deputy of the regional Duma from United Russia). However, in the competition for the position of mayor, which took place on July 8, Mr. Tarasenkov failed to win. Since then, he continues to hold a post in the status and. o., and the City Duma has already several times refused to appoint a second competition, although under federal law a new head of the municipality must be appointed within six months after the early resignation of the previous one. The deadline expired at the end of October.

As a result, on November 9, the City Duma ignored both the presentation of the prosecutor’s office and the decision of the bailiffs: again there were not enough votes to deprive the deputies of their mandates and appoint a competition for the position of mayor. After that, Sergei Kornienko in his hearts decided to resign and at the same time give up the mandate of the deputy, stating that the city parliament was ignoring “obvious legal decisions.” “Under such conditions, I see no further possibility and sense to be not only the chairman, but also a deputy of the Pereslavl-Zalessky City Duma. I am disappointed and cannot be in the same ranks with you,” the speaker said.

He ended his speech with a quote from the film “The Same Munchausen”: “An intelligent face is not yet a sign of intelligence, gentlemen. All stupid things on Earth are done with this facial expression. Smile, gentlemen, smile.” After that, applause broke out in the hall.

Sergei Khabibulin, head of the Just Russia-For Truth faction in the Yaroslavl Regional Duma, told Kommersant that the Pereslavl Social Revolutionaries also considered the option of resigning, but in the end they abandoned it, since the quorum in the City Duma without five deputies will remain, and in the next elections they won’t be able to participate. In turn, Alexander Tarasenkov assured Kommersant that he was ready to work in the status of and. about. mayor until the election in the fall of 2023 of a new convocation of the City Duma, which will be asked to elect a full-fledged mayor.
