Deputy Prime Minister Marat Khusnullin said during a press conference that in 2023 the share of cities with a favorable environment reached 68% in five years. According to Mr. Khusnullin, there are 759 such cities in Russia. He noted that compared to 2019, the average value increased by 18%. The average index value in 2023 was 200 points.

“I would especially like to note that all three achieved indicators are higher than the planned values of the national project. These are not just numbers, but real deeds, because people see how cities are changing,” said Mr. Khusnullin. His words lead press service government.

Marat Khusnullin noted that the urban environment quality index should not be perceived as a “competition of cities.” According to him, the index is an effective tool for determining urban development priorities; it helps to understand which areas in the city need to be more actively developed.

The urban environment quality index is calculated annually by the Ministry of Construction and Housing and Communal Services based on data from regional departments, as well as on data from the Ministry of Internal Affairs, the Ministry of Culture, Rospotrebnadzor, Rosstat and the development institute DOM.RF. Since 2019, for the development of the urban environment, the federal project “Formation of a Comfortable Urban Environment” has been implemented; within its framework, more than 65 thousand courtyard and public spaces have been landscaped.
