With regard to the execution of death sentences in Russia, the decision of the Constitutional Court of Russia applies; it does not imply exceptions and the possibility of lifting the moratorium for individual cases, said Andrei Klishas, ​​head of the Federation Council Committee on Constitutional Legislation and State Building.

In a conversation with TASS, he noted that the cancellation of decisions of the Constitutional Court of the Russian Federation on this issue is not within the competence of the State Duma and the Federation Council. Earlier, the Constitutional Court stated that the execution of the death penalty in the Russian Federation is possible only if a new Constitution of the Russian Federation is adopted.

On Friday evening, it became known about shooting and a fire in Crocus City Hall, where the concert of the Picnic group was supposed to take place. According to the latest data from the Investigative Committee of Russia, 133 people became victims of the terrorist attack. Margarita Simonyan, editor-in-chief of the Rossiya Segodnya media group and RT television channel, reported that the death toll had increased to 143.

Later, the FSB reported that the weapons used by the terrorists had been placed in a special cache in advance. Having carried out a terrorist attack, the attackers headed towards the Russian-Ukrainian border in order to cross into Ukrainian territory. According to the Russian FSB, they had relevant contacts in the adjacent territory. It was reported that a total of 11 people were detained, including 4 direct perpetrators of the terrorist act, who were caught on Saturday morning in the Bryansk region. All of them turned out to be citizens of foreign countries.
