The Federation Council (SF) is preparing the second package of amendments to the law on the federal contract system. This was stated by the deputy chairman of the upper house of parliament Nikolai Zhuravlev, his comment was distributed by the press service of the Federation Council.
“We are preparing the second package of changes. A number of norms that we have already worked out at the government level and agreed on require coordination with the Eurasian Economic Union – these are our international obligations. Therefore, this will take time. But I think that such a bill will also be submitted to the State Duma in May,” Zhuravlev said.
The first package of amendments on reforming federal law No. 44 “On the contract system in the field of procurement of goods, works, services to meet state and municipal needs” was submitted to the State Duma on March 14 by senators led by the Chairman of the Federation Council Valentina Matviyenko. According to Zhuravlev, these amendments are aimed at simplifying procedures, reducing procurement time, and switching to easier procurement methods. In particular, the procedure for concluding a contract with the second winner, if the first one could not fulfill it, has been facilitated.
Also, according to the deputy chairman of the Federation Council, the amendments make it possible to make turnkey purchases in order to reduce the construction time for full-cycle facilities. “We give the opportunity to carry out turnkey construction purchases until 2025. This is in demand by the regions and the construction industry,” Zhuravlev noted. The amendments, developed on behalf of Matvienko, were adopted by the State Duma in three readings, on April 26 they will be considered at a plenary session by the Federation Council.
