As Sergey Demidov, vice-president of Renaissance Insurance, noted to MK, OSAGO as a whole lived up to expectations: each car owner got a guarantee of compensation for damage in the event of an accident. Previously, situations often arose when the perpetrator simply did not have the money to compensate, which led to conflicts and lengthy court cases. Now these problems are forgotten.

“OSAGO performs a large socially significant function – it provides insurance coverage for both the perpetrators of an accident and the victims. With its appearance, the number of auto-substitutions on the roads has significantly decreased,” said Vitaly Knyaginichev, Director of the Retail Business Directorate of Ingosstrakh.





Chronic sores

But not all of the plans were realized. According to Makarov, unfortunately, not all motorists understand the value of OSAGO and sometimes consider it one of the varieties of car ownership tax. And therefore, they choose an insurer not for reliability, stability or quality of service, but for price. And often, having made such a choice, they are disappointed when an insured event occurs. “The continued dissatisfaction with the “auto-citizenship” of some motorists suggests that not all goals have been achieved,” the expert noted.

As Knyaginichev acknowledged, recently many car owners have begun to refuse policies altogether. For this reason, a number of insurers have offered in some regions to additionally purchase policies that will protect if the person responsible for the accident does not have a “car citizen” policy.

Another topical problem is scammers on the roads. Conventionally, all criminal schemes can be divided into two groups. The first is intentional accidents, in which all participants in an allegedly accidental accident are united by one intent – to achieve the maximum possible payment from the insurer under the policy. The second group is auto-setups, when the culprit of the accident is not involved in the criminal intent of the victim.

Recently, insurers have made some progress in the fight against abuse of the law. But, as Makarov noted, the regions where insurers, together with the authorities and law enforcement agencies, have turned the tide, are being replaced by others – this is clearly shown by the monitoring of the Central Bank, which regularly reviews the “color” characteristics of the subjects of the federation, depending on the frequency of insured events under OSAGO and the ratio of payments by the court to the total number of settled losses. Now, according to the insurer, the Republic of Mari El has become the leader in terms of the share of court payments, where the so-called “insurance” has raised its head. “avarkomas” that buy the rights of claim against insurers from motorists right at the scene of an accident. According to Knyaginichev’s forecast, OSAGO will continue the transition to digital. Electronic services will penetrate deeper into the processes of concluding contracts and settling losses. “In the next three years, paper policies on typographical pink ones will remain, but their share will decrease significantly,” the insurer is sure.

Ivanov expects that on the horizon of three years the limit of liability will increase both for damage to property and for damage to life and health. Demidov hopes that the OSAGO liberalization project will be completed when the corridor becomes wider and a number of coefficients are cancelled. This will help make the price of OSAGO even more fair.
