The Russian government did not support the bill on termination of Russian citizenship for evasion of military service. The Cabinet of Ministers approved a response to the document, according to which the evasion of a person granted citizenship from performing military duties, mobilization or violation of the deadlines for military registration is proposed to be considered grounds for termination of citizenship. The Vedomosti newspaper reported this on December 25.

The corresponding initiative was submitted to the State Duma by Communist Party member Mikhail Matveev. In his explanatory note, he noted that natives of foreign countries who have received Russian citizenship often avoid registering for military service.

In its response, the government noted that evasion of military duty is already grounds for termination of Russian citizenship of a naturalized citizen. This will be possible if it is proven that the person deliberately avoids conscription service.

The Cabinet of Ministers also noted that, based on the principle of proportionality of punishment, in order to terminate citizenship, “a person must commit an unlawful act that undermines the stable legal connection of the said person with the state.” Thus, considering an administrative offense for failure to fulfill military registration obligations as grounds for depriving a person of an acquired Russian passport is unreasonable and excessive.

Earlier it became known that in the Southern Urals two foreigners who had received Russian citizenship were deprived of their citizenship, but were not included in the military registration.

In St. Petersburg immediately after receiving Russian passports 11 men were given summonses to register for military service.
