The Russian Union of Industrialists and Entrepreneurs proposed raising the annual income limit for the self-employed due to accumulated inflation and growing demand for the services of such specialists. The proposal is contained in the RUIE’s comments to the main directions of tax policy for 2024-2026, which are currently being discussed in the State Duma.
The annual income limit for the self-employed is RUB 2.4 million. In 2019, since the introduction of this regime, the average salary in the country, according to Rosstat, was 41–47 thousand rubles, and in 2023 it increased to 67–80 thousand rubles. At the same time, the level of the maximum income of the self-employed has not changed during this time, so it needs to be increased, according to the RSPP.
The majority of self-employed people, as follows from the RANEPA analytical note, are engaged in trade and repairs (60%), selling products of their own production (12%) and providing educational services (10%). The overwhelming majority of self-employed people provide services to individuals. According to the tax service, the number of such specialists exceeds 8 million people. Their total income is more than 2.5 trillion rubles.
