The Chamber of Control and Accounts of Yaroslavl sent information to the prosecutor’s office about the trips of the former mayor of Yaroslavl outside the city on official vehicles without business trips. Volodymyr Bondar, chairman of the chamber, spoke about this at a meeting of the municipality on April 19.
The Chamber checked the spending of the city budget in the MKU “Transport and Technical Support Service” in 2021-2022. The auditors found that during this period, the monthly limit of car mileage was exceeded 33 times without documents justifying the need for travel.
110 trips outside the city without registration of the necessary documents with a mileage of 59,075 km were recorded on a Toyota Camry car, which was used by the then mayor of Yaroslavl, Vladimir Volkov (now the head of the Lyubertsy urban district in the Moscow region). According to Mr. Bondar, it was to the Moscow region that the official car drove.
“We stated the facts that there were trips to the Moscow region without a travel order. We formalized all this, handed over the materials to the prosecutor’s office, they are dealing with them, ”Vladimir Bondar said at a meeting of the municipality of Yaroslavl.
As stated in a letter from the Chamber of Control and Accounts to the municipality of Yaroslavl (available to Kommersant), the mayor’s official car also traveled to Moscow and other settlements. In general, 326.3 thousand rubles were spent on these trips. to pay for gasoline. At the same time, the auditors did not record trips outside working hours, with the exception of trips to the Victory Parade in Moscow.
In general, the mayor’s travel limit was 5,400 km per month. The head of the city exceeded this limit 13 times from January 2021 to May 2022.
The Chamber of Control and Accounts recognized the expenditure of funds for trips outside the city without business trips as inefficient. “We qualified this as inefficient spending, because we did not have enough regulatory and legal framework that would allow us to qualify this as illegal spending,” Mr. Bondar specified.
In addition to the mayor of the city, a significant excess of the limits was established on a Ford Mondeo car, which was used by Yaroslav Ovcharov, director of the city administration department.
Also, based on the results of the inspection of the MKU “Transport and Technical Support Service”, it was recommended to contact the mayor’s office of the city of Yaroslavl to clarify the procedure for the departure of the mayor of the city of Yaroslavl and his deputies on business trips outside the city of Yaroslavl.
