So far, this proposal is only a “dissenting opinion” of the head of the Committee on Family, Women and Children, Nina Ostanina.
“We must prescribe in the law that children and grandchildren are required to take care of their elderly parents, grandparents,” Ostanina said.
And then what?
Yes, anything, for example, if Russian old people are supported by adult children, then why do they need a pension at all? As they say, nothing is impossible if it helps our wealthy state save money on pensioners.
Let’s do it like in China, India, Tanzania and a whole number of the poorest countries, where pensions are either not paid at all, or they are so meager that the elderly can not die of hunger only when they are fed by their own children.
In China, due to the skewed demographic policy of “one family – one child,” the only child who has grown up, for example, is obliged to shoulder the burden of responsibility for all relatives. Not only for mom and dad, but also for two grandmothers and two grandfathers. That is, one worker, if relatives are long-livers, to feed six.
But a special tin was going on in Turkmenistan quite recently – during the reign of Turkmenbashi. First, in 2002, pensions were taken away from Turkmen collective farmers. We looked at their silent reaction and continued the reform in the city. Already in 2006, the country’s president canceled all pensions altogether, leaving more than 100,000 pensioners without a livelihood, and another 200,000 lost most of their payments. The total amount for the previous two years, issued before the adoption of this law, the elderly were required to return back to the treasury. The law on local pensions even included articles “On withholding overpaid amounts” and “On responsibility for providing false information for the appointment and payment of pensions”.
As Niyazov said, we have a traditional country, we should live according to the laws of our ancestors, therefore their offspring should support pensioners …

Childless Turkmens were offered two options to choose from: either give the apartment to the state property and move to a nursing home, or through the courts to prove continuous work experience of at least 38 years. Special commissions from the municipal authorities went from house to house, caught lonely people and talked about this uncontested option.
A wave of suicides swept across the country, and the number of excess deaths of pensioners from diseases has increased dramatically. Try it, live happily ever after if you feel dependent and useless. By the way, after the death of Turkmenbashi, when the cult of his personality was debunked, small pensions were returned to the Turkmen old people.
Ostanina’s initiative that children should feed their parents was mostly negatively reacted to on her social media channel:
“And for what purposes, then, taxes are collected to the Pension Fund? Let’s abolish all taxes, and with the saved money, the children will support the elderly.
“90% of Russians live below the poverty line and are not able to take care even of themselves!! What kind of care for relatives are we talking about in general? Maybe it makes sense to assess the situation sensibly, open your eyes and try with all your might to increase the income of Russians?”
“It’s great, my father didn’t pay alimony to me for a day, he doesn’t take part in my life and the life of his grandchildren in any way, but they didn’t deprive him of his rights at one time, and this miracle will come to me in old age and will tell that the law obliged me to him to care. Thanks!”
“I would not want to be a burden to my children, I know how it is – a sick old man with dementia at home on the neck of his relatives, you can’t leave the house, diapers, night screams, etc. Such people should be monitored by doctors, nurses, and drips should be given. And the state should have funds for all this, since we ourselves have worked for it all our lives.”
Of course, returning to the roots and its history is good and right. But you can go far along this path.
But if someone really wants to find the right bond, why children should support elderly relatives, it is enough to remember the times not so distant.
After all, modern universal pension provision in Russia began to take shape only in 1956, by the way, already after the death of Stalin – it was then that the retirement age was adopted, the minimum length of service was established, etc. Pensions were generally given to collective farmers only in the 60s, and they still had passports ten years later, in 1974. Prior to this, the villagers were actually serfs. And everyone was fed by the next generation. So, back to the past?!
At the same time, Nina Ostanina proposed not to legislate the norms on obligatory obedience to parents.
Although, in my opinion, one sentence clearly contradicts the other. After all, if in childhood children are allowed to disobey their parents, it is unlikely that in old age they will want to support them.
Otherwise, it would not be necessary to adopt the tradition of medieval Japan, where, in order not to feed extra mouths, parents who became a burden were simply taken to Mount Ubasute-yama and left to die alone from hunger.
