– Here you need to understand that the state cannot issue a document for each such socially significant situation. I believe that there is no need for this. After all, from a political point of view, from the point of view of legitimacy, there is no greater power in our country than the words of the president. The President is the supreme commander and he has announced the end of the mobilization.
Do you think decree is stronger than words? I think not, at least in the perception of people. As a joke, let’s imagine that the decree was issued, but the president never said anything about it and evaded answering the question whether the mobilization was completed. I think everyone would say: “Listen, the decree is a decree, but why doesn’t it confirm anything under the cameras.”
– How then can the authorities know for sure that this will not happen again?
– He can never know. But if such a need arises, to announce a new wave of mobilization, a corresponding decision of the president will be needed, a new decree – after all, the current mobilization has been completed.
