The Presidential Administration explained the need for training in the “Fundamentals of Russian Statehood”

Alexander Kharichev, head of the presidential department for ensuring the activities of the State Council, wrote an article “On the foundations of Russian statehood” – a new subject that is planned to be introduced into the course of teaching social sciences, Vedomosti drew attention. An article titled “DNA of Russia” was published in the publication “Vzglyad”. Andrey Polosin, Doctor of Political Sciences, Director of the Department for Cooperation with the Regions of Rosatom, co-authored it.

The material was published ahead of a round table to be held by the Expert Institute for Social Research (EISI) close to the Kremlin. It will also be devoted to the course of the foundations of Russian statehood. Kharichev’s article states that the study of the Russian worldview remains in the attention of public authorities and the academic community.

The DNA of Russia project, with the assistance of Staraya Ploschad, has revealed the value orientations of Russians, and scientists are developing a course on the Fundamentals of Russian Statehood for Russian universities. The corresponding instruction on the development of the course was given by the president on January 29 of the Ministry of Education and Science. Kharichev writes in the article that the regulatory framework for making such a decision was prepared thanks to amendments to the Constitution in 2020, a decree on Russia’s national development goals until 2030 and the National Security Strategy.

The Kremlin official believes that not only the short-term significance of national goals, such as the development of food sovereignty and the independent development of critical technologies, but also medium- and long-term goals are important. “Achieving them is ensured not only by regulatory decisions and the creation of funding mechanisms; to a much greater extent, it depends on social processes and the cooperation of social institutions that support the entire system of the Russian worldview,” the article says.

These are benchmarks that are “passed down from generation to generation and ensure that Russia’s amazing ability to remain strong remains.”

Over the past 30 years, “through the efforts of” armchair professors and “alternative specialists,” the value-cultural portrait of Russia has acquired a completely unscientific character, Kharichev believes, from the emergence of ideas “on the recognition of Tartaria” to describing Russia “by the contrary method.”

The DNA of Russia project in October 2022 brought together scientists to study the Russian worldview and its “presentation to our fellow citizens” as an alternative to “network chaos,” the article says. Based on the collective work of 250 researchers, they defined the concept of worldview, highlighting five positions that are “key to understanding and revealing our identity” – the unit of active participation, the primary unit of social involvement, the position of the culturally determined social horizon, the space of self-realization and the space of law determination.

For Russia, such meanings turned out to be relevant – “creation – for a person, love – for a family, unity – for society, order – for the state and mission – for the country,” the article states.

In addition, the framework of the “value bases of the Russian worldview” was formed, which is characteristic of Russia at different stages of development and influences the adoption of government decisions. Among these constants are communality, a sense of duty and super-goals, existential stability and the priority of the intangible over the mercantile.

Three value frameworks of the Russian worldview are also indicated: “Natural human values, basic and normal for our entire species, then civilizational constants that are historically characteristic of our society and underlie the cultural traditions of the peoples of Russia, and, finally, value orientations facing the future and determining the content of those meanings that should be on the coming pages of the country’s history.

In addition, one of the most important guidelines is justice, the text says: “Truth, honesty, and dignity are combined in this unique Russian word. Does English justice have a root associated with truth? Do the German Gerechtigkeit, Recht and Wahrheit converge as gracefully as in Russian “justice”?

One of the key characteristics of the Russian worldview was “the idea of ​​Russia as a civilization, and not one of the many” nation-states “. Kharichev recalls that in November 2022, the Fundamentals of State Policy for the Preservation of Traditional Values ​​were approved, which relate to the spiritual development of the people and are important for the cohesion of society.

And this is especially important in the context of a global civilizational crisis, the article points out, because the Russian worldview is under threat. The presidential decree has become the main response to such challenges, Kharichev believes.

In November, Vedomosti wrote that Kharichev, together with Polosin and other experts close to the Kremlin, published a scientific article about the image of the future and the “pentabasis” model. It was published in the Journal of Political Studies.

The authors called the five foundations “Pentabasis” “man – family – society – state – country”. In addition, on the basis of focus groups, they described several concepts about the image of the future of Russia: “the state is a novel”, “Motherland with a laser sword” and “friendly service state”, “prophet country” and “world guardian”, “ marvelous city” and “pie” (“harmoniously combines different things: bitter, sour and sweet,” the article said).
