The parliamentary committee of Tatarstan proposed to withdraw the amendments on the title of the post of the head of the republic

The Committee of the State Council of Tatarstan on state building and local self-government did not support the draft amendments to the constitution of the region, which are proposed to rename the president of the republics into the head.
“Recommend to the initiative group of deputies to withdraw the bill in the proposed version,” reads the decision of the committee, which was announced by its chairman Albert Khabibullin (United Russia). He himself was one of the initiators of the amendments.
At the meeting of the committee, several of its members advocated that the post of president of Tatarstan be preserved in the region. In particular, United Russia deputy Marat Galeev recalled that this position appeared during the voting in the first presidential elections in 1991. He stated that “the people voted for the presidency.”
“He must be left. There are exceptions to any rule,” agreed the head of the Communist Party faction, Khafiz Mirgalimov. At the same time, Rimma Ratnikova, former vice-speaker of the parliament, proposed to finalize the draft by inventing an additional name for the head of the republic in the Tatar language.
Another amendment that caused indignation among deputies is the exclusion from the constitution of the rule that a candidate for the post of head of the republic must know both the state languages of the republic – Russian and Tatar. Under federal law, the requirements for candidates are established by federal law.
Draft amendments to the constitution of Tatarstan entered to the State Council of Tatarstan yesterday. The bill provides for the renaming of the office of the President of the Republic. Also from the constitution of Tatarstan, according to the project, references to the sovereignty of the republic are excluded.
Tatarstan is the only subject of the Russian Federation, the head of which is called the president. Since 2010, this post has been occupied by Rustam Minnikhanov, who replaced the first president of Tatarstan, Mintimer Shaimiev. The rule that the head of the region cannot be called president was enshrined in the law on public authority, adopted by the State Duma at the end of 2021. He set the deadline for bringing the constitutions and charters of the constituent entities of the Russian Federation until January 1, 2023.
The meeting of the State Council of Tatarstan is scheduled for December 23.
