The Parliament of Bashkortostan proposed to leave only the minimum wage to foreign agents from transactions

The Parliament of the Republic of Bashkortostan has developed a bill that prohibits foreign agents from receiving more than the minimum wage from transactions. To do this, it is proposed that foreign agents be required to create a special account in one of the Russian banks, where all their income from transactions will be transferred. An amount exceeding the minimum wage will be automatically debited from the account by the bank and turned into state income. The Bashkir parliament sent the draft amendments to the Council of Legislators of the Russian Federation.

According to the explanatory note, foreign agents, according to current legislation, cannot take part in government procurement and receive government support. But the law does not provide for restrictions on contractual relations for foreign agents.

“The majority of foreign agents, including those who left our country, continue to carry out entrepreneurial activities through interaction with legal entities and citizens of Russia: they enter into contracts, sell their books, give concerts, participate in corporate events, and write blogs,” the note says. The authors of the bill claim that foreigners transfer the funds received, among other things, to support the Armed Forces of Ukraine.

The Bashkir parliament believes that the adoption of such a law will reduce the number of foreign agents and reduce their “destructive influence” on Russians. How exactly this initiative will help reduce the number of foreign agents is not specified in the note.

In February, the State Duma adopted a law completely banning advertising on all resources of foreign agents on any platforms, as well as their promotion. The advertiser and distributor are responsible for violation.
