The National Bank of Ukraine reported that the constant outflow of household funds from Ukraine amounted to $20 billion in 2022, and $18 billion in 2023. We are talking about funds spent abroad by Ukrainians who left the country after the outbreak of the military conflict.
According to the deputy head of the regulator Sergei Nikolaychuk, “from April 2023 to this day, $35 million per day is spent abroad from Ukrainian bank cards.” “Ukrainian citizens who have gone abroad spend $35 million abroad every day, we are talking about spending from bank cards in the travel category,” he said (quoted from the Strana publication).
As the deputy head of the National Bank of Ukraine clarified, the volume of transfers from citizens abroad has decreased significantly over the past two years. According to Mr. Nikolaychuk, if in 2021 this figure was $14 billion, then in 2022 it dropped to $12.5 billion, and for 11 months of 2023 – to $10.6 billion.
Earlier, the head of the Ministry of Internal Affairs of Ukraine, Igor Klimenko, said that the Ukrainian authorities are looking for legal mechanisms for the return of those liable for military service who illegally left the country. At the same time, the head of the National Security and Defense Council Alexei Danilov said in an interview with Report that it would not be possible to return Ukrainians who left by force. According to Mr. Danilov, the new draft law on mobilization may include a provision according to which Ukrainians who evade mobilization (including those who left the country) may be deprived of access to banking services.
