In 2022, the number of violations of the deadlines for the introduction or adoption of regulatory legal acts decreased by almost three times, Kommersant was told in the office of Deputy Prime Minister Dmitry Grigorenko. Last year, the deadlines for submission or acceptance were violated in 978 acts (46.9%), and this year – in 247 (17.6%). At the moment, there are no “overdue” acts, given that for some acts that should have been adopted several years ago, starting in 2014, the deadline was postponed or suspended until changes are made to the legislation (they are not taken into account in these statistics), explained device representative. This result in the government is explained by the fact that this year the control over the preparation of bills and normative legal acts has been tightened: in particular, changes have been made to departmental regulations, the responsibility of secretaries of state has increased, constant monitoring is being carried out, and interaction with relevant committees of both chambers begins with the earliest stages of drafting laws. On November 28, Dmitry Grigorenko said that over the past two years, the government apparatus “has carried out serious work on the digitalization of key management processes.”

So the government commented on the day before in “Kommersant” material on the conclusion of the State Duma Control Committee on the government’s report on the draft by-laws necessary for the implementation of laws. It reported that for many of them the deadlines for execution had long expired (for some, as early as 2014). In addition, the State Duma noted that the government often does not explain the reasons for delaying the deadlines and that deputies do not have effective tools to influence this process.
