The number of recipients of maternity capital decreased by 13.4% in 2022

The Pension Fund of Russia (PFR) in 2022 issued almost 912,000 certificates for receiving maternity capital, the number of families with children who received this measure of state support decreased by 13.4% compared to 2021. This is stated in the operational report Accounts Chamber on the execution of the PFR budget for the past year.

“The number of families with children who have received a certificate has decreased by 141,520 (by 13.4%) compared to 2021. In total, in 2022, the PFR issued 911,900 state certificates for receiving maternity (family) capital,” the report says.

At the same time, 53% of all certificates were issued to families with one child. The number of requests for disposal of mother’s capital increased by 124,400 (8.4%). The number of applications for the use of maternity capital funds to improve housing conditions decreased by 71,040 (7.8%), and the number of recipients of monthly payments from maternity capital increased by 9,400 (3%).

Maternity capital is a state program to support Russian families, its validity period is calculated from January 1, 2007 to December 31, 2026. Women who have given birth or adopted a second, third and subsequent children from January 1, 2007, women who have given birth the first child from January 1, 2020, men, if they are the only adopters of the second, third and subsequent children by court decision from January 1, 2007, etc.

Earlier, Russian Prime Minister Mikhail Mishustin said that last year, 1.3 million Russian families disposed of mother capital funds. According to him, the program has proven its effectiveness and relevance. Most often, citizens spend their mother’s capital on improving their living conditions, the head of government noted.

From 2022, after the adoption of amendments by the State Duma, a certificate for maternity capital can also be received by men who alone raise children from deceased mothers who did not have Russian citizenship. But children in this case must be citizens of Russia. Starting February 1, 2022, maternity capital is indexed not according to projected inflation, as before, but according to actual inflation. The size of the mother’s capital was indexed by 11.9% in 2023 and since February it has been 587,000 rubles for the first child, and 775,600 rubles for the second.
