The Novosibirsk legislature supported the idea to deprive municipal deputies who left Russia of their mandate

The Legislative Assembly of the Novosibirsk Region supported the appeal of the Novosibirsk City Council to the State Duma of the Russian Federation on expanding the list of grounds for early termination of the powers of a municipal deputy. Among such grounds, it is proposed to include the absence of a deputy on the territory of Russia during the year.
The session of the regional parliament took place on 27 October. The initiative was unanimously approved by the participants.
The draft appeal to the City Council was submitted in September 2022 by the United Russia faction. “In the practice of the Novosibirsk Council of Deputies of the seventh convocation, a situation arose when a deputy left the Russian Federation and continuously stays abroad for a long period of time (about one year), motivating his departure by being on a long business trip abroad and not specifying the date of return to the Russian Federation. Also, the council of deputies of the city does not have information about whether this deputy has the right to permanent residence abroad,” the text of the appeal says. According to its authors, such a long stay of a deputy abroad infringes on the rights of voters.
In the fall of 2021, the ex-head of the regional headquarters of Alexei Navalny (“Navalny’s headquarters” was recognized as an extremist organization and banned in the Russian Federation), deputy Sergei Boyko, left Russia. In the summer of 2022, another independent deputy of the Novosibirsk City Council, Helga Pirogova, followed his example. “This, obviously, is a targeted decision and an attempt to rid us of deputy mandates in any way,” she commented on the initiative of United Russia to Kommersant earlier.
The list of grounds for deprivation of the status of a municipal deputy is contained in Part 10 of Art. 40 of federal law No. 131. Among other reasons, the law specifies the following: leaving Russia for permanent residence and the termination of citizenship of the Russian Federation or citizenship of a foreign state, which allows one to be elected to Russian local governments.
