The new rules will not affect summonses issued during the autumn mobilization

Andrei Kartapolov, chairman of the State Duma Defense Committee, told Vedomosti that those who were sent subpoenas as part of partial mobilization in the fall, and who did not take them, would not be subject to the restrictive measures established by the new law.

According to the amendments adopted by the State Duma on April 11, amending the law on military duty, citizens who are subject to conscription and who have received summons are prohibited from leaving Russia as a temporary measure from the day the summons is considered served. Information about this is entered into the Military Registration Register, and a notice is sent to the citizen in his personal account at the State Services.

The failure of a citizen to appear without a valid reason on a subpoena within 20 days entails the application of other temporary measures: a ban on registration as individual entrepreneurs, a ban on registration as a self-employed person, etc. The decision to take such measures is signed by the electronic signature of the military commissar and sent to the citizen’s personal account on public services and government agencies. The decision to cancel these measures is made within 24 hours after the appearance of the citizen on the agenda or confirmation of good reasons for non-appearance. A citizen can appeal against restrictive measures.

The amendments were adopted by the State Duma on April 11 in the second and third readings. 394 deputies voted “for”, one of 450 abstained. Already on April 12, the law will be considered by the Federation Council, after which it will go to the president for signature.
