The Ministry of Labor proposed to expand the rights of governors to verify the income of applicants for public office

The Ministry of Labor proposed to supplement the law “On Combating Corruption” with a requirement for applicants for federal and regional state and municipal positions to provide information on income and property. In addition, the draft law proposes to give the heads of regions the right to request law enforcement agencies to verify the income of applicants for public office.
The document, excerpts from which RBC, July 31, considered the government commission on legislative activities. According to the press service of the Ministry of Labor, the bill was approved. Before being submitted to the State Duma, it must also be approved at a government meeting.
State positions in Russia include, in particular, the positions of president, prime minister, deputy prime ministers, head of the Accounts Chamber and its auditors, and chairman of the Central Bank.
State positions in the regions are, in particular, the vice-governor, regional minister, speaker, vice-speaker, deputy of legislative assemblies, member of the election commission of the region.
Municipal positions – local deputies, members of the election commissions of the municipality, members of local control bodies.
If the draft law is passed, applicants for public office will be required to submit income declarations, and their employers will be able to request verification to confirm the relevant information.
According to the current anti-corruption legislation, checks of the reliability and completeness of information on income with a possible request to law enforcement agencies are provided for applicants for filling positions in the civil service, municipal service, etc. However, the law does not provide for similar rules for anti-corruption checks in relation to persons holding public positions, public positions of subjects and municipal positions, as well as for applicants for these positions.
Since 2011, about 72,000 various officials have been tried in Russia for corruption crimes. According to the head of the Investigative Committee of the Russian Federation Alexander Bastrykin, in 2022, investigators brought to justice 60 officials in the military-industrial complex, 250 in the field of government contracts and public procurement.
