The Russian Ministry of Labor and Social Protection proposed creating a public law company (PPC) for organized targeted recruitment of foreign workers and improving its mechanism to increase the protection of employers. Corresponding project amendments to the law on the legal status of foreigners in the Russian Federation were published on the portal of regulatory legal acts. The initiative received attention “Vedomosti”.

The agency, in particular, proposes to supplement the law with the definitions of “targeted organized dialing” and “operator of targeted organized dialing.” According to the document, the target organizational recruitment is to attract foreign citizens for temporary work in Russia. The ministry proposed to make a specially created PPK the operator of such a set.

A representative of the Ministry of Labor told Vedomosti that PPK should become a personnel center for Russian companies, which will interact with them and select workers for them. The operator will be accountable to the authorized executive body, the publication’s interlocutor noted.

In addition, the department proposed to supplement the law with Art. 13.8, according to which targeted organizational recruitment should become a priority mechanism for labor activities carried out by foreigners. It follows from the document that the coordinator of the target organizational recruitment will be the Federal Service for Labor and Employment (Rostrud).

The draft amendments say that thanks to the initiative, employers will receive benefits by attracting qualified foreign workers and linking them to themselves. The period of temporary stay of a foreign citizen for the target recruitment will be determined by the period of validity of the work permit. According to organizational recruitment, this document must be issued for the duration of the employment contract, but not to exceed two years, it follows from the document.

According to the Ministry of Labor, if an employer terminates an employment contract with a foreigner hired for a targeted recruitment, he will be obliged to leave the Russian Federation within 30 days or enter into an agreement with a new employer. The department believes that in this way companies that have suffered financial losses while transporting a foreign employee will receive additional protection.

The draft amendments provide for the creation of a special document that confirms the right of a foreigner to temporary work in the Russian Federation. As a representative of the ministry explained, according to the document, the foreigner will work for a specific employer. The Ministry of Labor expects 1,000 employers to join the project. The agency predicts that thanks to the initiative, 25 thousand people will be employed by 2025, and 300 thousand by 2030. The document says that the draft amendments were developed to reduce the scale of unorganized labor migration to Russia.

According to a study by the National Association of Infrastructure Companies (NAIC), in 2024, the labor shortage in the construction industry will be about 15% of the actual number of workers employed in the industry. The shortage of personnel in the construction industry in 2023 increased by 31% year-on-year, or by approximately 100 thousand people, HeadHunter calculated. The head of the Ministry of Economy, Maxim Reshetnikov, proposed to more actively attract migrants into the economy to solve the problem of labor shortage.
