The Ministry of Labor proposed indexing pensions in 2025 and 2026 in two stages – Kommersant

In 2025 and 2026, the indexation of the insurance pension for non-working pensioners will be carried out in two stages – in February and April. About double indexing in 2025 it was known previously. A similar measure for 2026 is mentioned in the draft of the Ministry of Labor on indexation parameters for three years, which was reviewed by RBC.
How pensions will be indexed in 2024-2026:
- 2024 – January 1 – by 5.3% (up to an annual average of 22,772 rubles);
- 2025 – February 1 – by 4%, April 1 – by 3.8% (24,120 rubles);
- 2026 – February 1 – by 4%, April 1 – by 2.8%.
In 2022, the Ministry of Labor explained that double indexation is possible from 2025 after the relevant amendments to the law on insurance pensions come into force. The first indexation takes place on February 1 according to the forecasted level of inflation, the second – on April 1 according to the level of income growth of the Social Fund.
The project of the Ministry of Labor also refers to an increase in the size of the fixed payment to the insurance pension. From February 1, 2024, it will be set at the level of 7968.4 rubles, from February 1, 2024 – 8287.14 rubles, from April 1 – 8602.05 rubles, from February 1, 2025 – 8946.13 rubles, April 1 – 9196.62 rubles.
