The Ministry of Labor of the Russian Federation has developed a bill to exclude self-employed pensioners who pay voluntary contributions to pension insurance from the list of workers. Thanks to this, their pensions will be indexed. They will also be able to receive some social benefits.
The Ministry of Labor spoke about the bill “Izvestia”. It is proposed to amend Article 29 of Law 422-FZ “On Compulsory Pension Insurance in the Russian Federation”. The document is undergoing interdepartmental approval. The ministry notes that the measures are aimed at ensuring that the self-employed do not have to choose “between increasing their pension in the future by voluntarily paying contributions, and indexing the payment already received.”
Self-employed people are exempt from the obligation to pay insurance premiums. However, they can contribute them on a voluntary basis to form pension rights. In this case, the self-employed person is considered to be working. The amendments will equate self-employed pensioners who pay contributions to unemployed people. They will also be able to receive benefits for caring for a group I disabled person, a disabled child or a disabled person.
At the end of 2023, 9.3 million self-employed people were registered in Russia. Their total income amounted to 3.2 trillion rubles.
