The Ministry of Labor, together with the Ministry of Construction, is exploring the possibility of including in the preferential mortgage program mechanisms for the purchase of secondary housing in small localities in order to support families. This was announced at parliamentary hearings on fertility support by the Minister of Labor and Social Protection Anton Kotyakov. He recalled that now mortgages at a reduced rate are available only when purchasing a primary home. According to the minister, in cities with a population of up to 250,000 people there is a need to extend this mechanism to the secondary market, since the construction of new housing there occurs in small volumes.
Mortgages at a reduced rate were introduced to support a certain category of citizens, increase the birth rate and affordability of housing. It involves banks issuing loans for the purchase of housing at a preferential rate, and the state will compensate for the difference. A family mortgage makes it possible to obtain a loan at a rate of up to 6%.
