The Russian Ministry of Internal Affairs proposes to change the system of government procurement of goods for regional institutions and increase responsibility for the theft of budget funds. This was announced by the Deputy Head of the Department for Combating Corruption-related Crimes in the Use and Distribution of Budgetary Funds of the Ministry of Internal Affairs of the Russian Federation Dmitry Matveev.
According to him, the measures are being proposed in connection with the growing number of crimes in the field of public procurement, the damage from which is estimated at approximately 6 billion rubles. “If in 2017-2018 there were 500–600 crimes in the field of public procurement, then over the years their number has increased. Already in 2022, there were more than 1.1 thousand corruption criminal cases,” said Mr. Matveev at a meeting in the Federation Council on the prevention and prevention of corruption violations (quote from “Interfax”).
The Ministry of Internal Affairs proposes to introduce centralized government procurement of goods of the same name, which will minimize risks and the amount of expenditures. “If medical equipment is purchased from us, approximately every hospital annually sets schedules of what to buy and where. The same ultrasound machines, tomographs – they can be purchased centrally either by regions or by united districts,” announced Dmitry Matveev.
He added that the Ministry of Internal Affairs also considers it necessary to toughen penalties for theft of budget funds. “The theft of a million or two or three billion rubles are different things, but the responsibility is the same,” said Mr. Matveev.
According to Russian legislation, Russian constituent entities can entrust authorized authorities with control over government procurement for regional institutions. However, justification for purchases and determination of contract terms, including the starting price, are the functions of the actual customers.
