The Ministry of Industry and Trade stated that the investment project is aimed at achieving the design capacity for aircraft production established by the program for the development of the aviation industry of the Russian Federation until 2030. The ministry said that financing of the project is planned using funds from the National Welfare Fund, the federal budget and extra-budgetary sources, without specifying the amount of funds allocated.
According to an Interfax source, within the framework of the investment project it is planned to carry out development work on the development and modernization of engines, instruments and units, import substitution of foreign materials and electronic components, technical re-equipment and expansion of the capacity of aircraft factories, and maintenance of an after-sales service system.
The agency’s interlocutor said that the project is supported by Rostec’s business plan, which envisages the production of 1,800 aircraft by 2040. According to the source, it is planned to allocate 284 billion rubles from the National Welfare Fund for the implementation of the investment project. according to the bond loan scheme at 1.5% per annum. The rest of the money is expected to be raised in banks, from the state budget and funds from aviation industry enterprises, the agency’s interlocutor added.
According to the source, the investment project received several comments from the Ministry of Finance and the Ministry of Economic Development. He clarified that the Ministry of Economic Development, in particular, was not satisfied that the project did not provide for a grace period for paying coupon income in 2024–2025, and the Ministry of Finance had questions about the discrepancy between the guideline price of Il-114-300 (1.9 billion rubles. ) with cost (2.5 billion rubles).
