The Ministry of Foreign Affairs proposed reform of the institution of legalization of documents for the first time since the times of the USSR

The Ministry of Foreign Affairs proposed to allow the legalization of Russian and foreign documents not only in the central office, but also in the territorial bodies of the ministry. The Legal Commission for Legislative Activities approved the corresponding bill of the Ministry of Foreign Affairs, they report “Vedomosti” with reference to the source. According to him, the document will soon be submitted to the State Duma for consideration.

According to the publication, the Ministry of Foreign Affairs has prepared a draft law on the legalization of Russian and foreign documents, as well as amendments to the Consular Charter. The ministry admitted that the current legislation does not contain a general requirement for the need to legalize foreign documents submitted to the Russian Federation. The explanatory note states that such norms are provided for “only by individual sectoral legislative and other regulatory legal acts.” In addition, the document legalization regime currently applies to only 74 foreign countries.

As Vedomosti clarifies, the bill also contains a number of restrictions. In particular, it excludes the possibility of legalization of documents by consulates and embassies in electronic form. The authors of the initiative explain this by the inability to accept documents legalized in electronic format for consideration: diplomatic missions do not have the technical ability to verify documents issued in electronic format by local competent authorities.

As Kommersant learned, the government has launched the final stage of the process of digitalization of the executive branch. The electronic document management system for communication between the White House and departments has been completed, and by July 1 it should cover the 27 federal services and agencies that are most ready for this, and then, as technical readiness increases, the ministries.
