The Ministry of Finance uses the funds of the National Welfare Fund for budget expenditures in 2022

The Ministry of Finance has not used funds from the National Wealth Fund (NWF) to finance budget expenditures this year, but plans to do so. This was stated by the head of the department Anton Siluanov at a meeting of the State Duma Committee on Budget and Taxes.
According to the minister, if the market allows attracting sufficient borrowings, then only the National Wealth Fund will be used to the maximum to finance budget expenditures. In particular, the fund’s funds will be directed to infrastructure projects.
“We have such a right to use the funds of the National Welfare Fund for spending this year, so we plan to use this right,” said the head of the Ministry of Finance (quoted by RIA Novosti).
Government reportedthat the Russian budget for 2023–2025 will be in deficit. In 2023, the budget deficit are planning fully cover the funds of the National Welfare Fund: for these purposes they intend to take 1.96 trillion rubles. According to the results of all 2022, a deficit of 1.3 trillion rubles is expected.
