The Ministry of Finance proposed to soften the requirements for contractors of budgetary state contracts for construction. The agency wants to lower the maximum amount of collateral under contracts under 44-FZ, follows from the amendments to the “Rules for making capital investments in state-owned objects at the expense of the federal budget.” On August 17, the draft government decree was submitted for public discussion, Vedomosti got acquainted with the document.
Now the maximum level of collateral that the customer can require from the contractor is 30% of the contract price (the minimum is 0.5%). The Ministry proposes to limit the size of the security to 20% of the contract price, minus the price of the advance, if it does not exceed 1 billion rubles. For contracts worth more than 1 trillion rubles, the maximum amount of security should not exceed 15% of the contract price.
