The Ministry of Finance proposed in 2024-2026 to reduce the estimate of the federal transfer required by the Social Fund for the payment of maternity capital. The total reduction in the transfer could amount to 356 billion rubles. or 17% relative to the current law on the budget for 2024-2025 and the budget forecast for 2026.   • in 2024: up to 516.3 billion rubles. (-109.7 billion rubles);

  • in 2026: up to 608.3 billion rubles. (-113.7 billion rubles (against the budget forecast)).

As specified in the Ministry of Labor, at present, the amount of appropriations for the maternity capital program for 2024–2026 is under discussion. The final cost estimate will be determined when drafting the federal budget. The ministry also noted that all applications received from citizens for the disposal of materiel funds will be satisfied in any case.

In addition, according to the materials of the Ministry of Finance, in 2024 it is proposed to reduce the expenses planned for the payment of monthly benefits in connection with the birth and upbringing of a child, to 1.17 trillion rubles. (-7.1 billion rubles, or 0.06%). At the same time, in the following years, the department proposes to increase the cost of these benefits by 19.3 billion rubles, up to 1.3 trillion, in 2025 and by 18.8 billion rubles, up to 1.46 trillion, in 2026.
