The Ministry of Finance proposes to index the minimum prices for cognac, brandy, vodka and alcoholic beverages from January 1, 2024, it follows from published on the portal of draft regulatory legal acts of the document.
According to the explanatory note, the need for such a decision is due to the level of inflation, an increase in excise tax rates on alcohol products with a volume fraction of ethyl alcohol over 9% and an increase in production costs. The document clarifies that sanctions and trade relations, as well as the ruble exchange rate, influenced the increase in production costs and the cost of logistics services.
“Taking into account the above, the minimum prices proposed by the draft order for alcoholic beverages with a strength of over 28%, taking into account the current economic situation, will reflect the cost of a legally produced unit of goods along the entire supply chain (production – wholesale – retail),” the explanatory note says.
Thus, according to the draft order, the minimum retail price of 0.5 liters of vodka will be 299 rubles. instead of 281 rubles, brandy (and other products made from grape, wine and other materials) – 403 rubles. instead of 375 g and cognac 556 rubles. instead of 517 rub. The minimum selling price for brandy will be 311 rubles. (289 rubles previously), for cognac – 427 rubles. (397 rub.). Wholesale prices for brandy will increase to 327 rubles. (304 rubles previously), for cognac – up to 450 rubles. (419 rub.).
Previously, the Union of Alcohol Producers (SPAP) in September offered Minister of Finance Anton Siluanov to increase the minimum retail prices for vodka from 2024 by 7%. They cited rising prices for closures, containers and ingredients due to the weakening of the ruble, as well as rising logistics costs. The Union expects that in 2023 the increase in costs for the production and circulation of alcohol will be at least 10%. The organization believes that raising minimum prices will help avoid selling below cost and reducing production.
