The Ministry of Finance has proposed introducing a proactive method of controlling budget violations, in which the state institution will not be warned about the audit, a spokesman for the Ministry of Finance told Vedomosti. According to him, the new system will work in Russia from 2025 – the Treasury will monitor it.
The method is a study of the activity of the object of control and the identification of shortcomings to prevent violations in the future, the Ministry of Finance explained. In fact, this is the collection and analysis of data on the object of control contained in information resources and external sources, the representative of the department added. According to him, the proposed initiative is related to the need to reduce the administrative burden of state-owned enterprises in the context of economic transformation. “From the point of view of the state control system, it is necessary to minimize the burden on the controlled environment,” the Finance Ministry said.
