The Ministry of Finance will amend the Code of Administrative Offenses (CAO) and the Criminal Code in order to update the offenses in the field of government procurement and state defense procurement. The relevant bills were approved by the government, reported press service of the ministry.

The bill on amendments to the Code of Administrative Offenses of the Russian Federation will affect offenses that can be committed during state and municipal procurement under 44-FZ, procurement by state-owned companies and state corporations under 223-FZ, as well as when placing and executing a state defense order under 275-FZ and carrying out procedures privatization under 178-FZ. It is proposed to present these compositions in a single new section of the code. Such a measure, as indicated by the Ministry of Finance, will reduce the number of articles of the document regulating these issues by three times.

In addition, for the first time, the possibility of imposing punishment in the form of a warning is being introduced for the commission of certain offenses. The Ministry of Finance noted that this will reduce the imposition of fines for violations with a low degree of danger. Such offenses, as explained in the department, include failure to comply with requirements for the content of procurement documents and violation of the deadlines for their placement. Amendments to the Criminal Code of the Russian Federation are being made to update references to the provisions of the Code of Administrative Offenses of the Russian Federation due to changes in their numbering.
