The Ministry of Finance has prepared a draft law on optimizing import substitution in public procurement. About this at the conference “The Future of the Procurement Market in Russia: From Shock to Development” told director of the department of budget policy in the field of the contract system Tatyana Demidova.
“We have already prepared proposals for optimizing import substitution mechanisms in procurement, which will increase the likelihood of choosing a supplier offering Russian goods to the customer. Such a bill will soon be submitted to the Government of the Russian Federation,” Demidova specified.
The bill provides for a “second extra” mechanism, i.e. if there is at least one application with Russian goods, then the application with foreign products will be rejected, the director of the department said. It is also proposed to extend a 15% preference to all goods from the Eurasian Economic Union.
According to Demidova, many by-laws regulating import substitution in public procurement create difficulties and restrictions in work, so the department proposes to develop one unified document.
