The Russian Ministry of Finance does not plan to further increase the tax burden for the oil industry, despite the rise in price of Urals oil in rubles. This was announced by State Secretary of the Minister of Finance Alexey Sazanov on the sidelines of the Moscow Financial Forum.
“No, we have a progressive taxation scale,” said Mr. Sazanov, answering a question about additional taxes for oil workers in connection with the increase in the ruble price of Urals.
In the summer, the Ministry of Finance, in the face of shortfalls in oil and gas revenues, achieved a reduction in damper payments for gasoline and diesel fuel. From September 1, payments were halved until the end of 2026.
On September 27, in order to stop the rise in retail fuel prices, as well as eliminate the fuel shortage on the domestic market, the government suggested adjustment of the damper by increasing the coefficient, which was reduced from September 1. The damper remains a key tool for reducing the wholesale cost of gasoline and diesel fuel.
September 21 government banned export gasoline and diesel fuel, with the exception of exports to the EAEU countries according to indicative balances or protocols, under intergovernmental agreements. Prices began to decline, but after a government adjustment that allowed the export of marine fuels, gas oils and middle distillates, they began to rise again.
