The head of the Russian Ministry of Finance, Anton Siluanov, said that there are no plans to change the rates of basic taxes, including personal income tax, over a three-year period. At the same time, the minister noted that they could return to discussing this issue in the new budget cycle. The current budget cycle runs until 2025.
During a meeting of the State Duma Budget Committee, Anton Siluanov was asked whether the Ministry of Finance was considering increasing the revenue base through the progression of personal income tax and luxury tax. “When forming the three-year budget, we did not plan to touch upon changes in basic taxes, including personal income tax,” the minister replied (quoted from “Interfax”).
At the same time, Mr. Siluanov noted that he considers it possible to return to the discussion of increasing tax rates later. “When? We could look at it in the next budget cycle. But now, when we are forming the budget for the upcoming three-year period, we have decided not to change the basic taxes,” he noted.
Currently, Russia has a flat income tax rate of 13%. It was introduced on January 1, 2001. Before this, the country had a progressive scale – from 12% to 30% depending on the level of income per year. In 2021, the country introduced a new rate – 15% for citizens’ incomes in excess of 5 million rubles. in year.
