The Ministry of Finance has adjusted plans to extend the “second extra” rule to public procurement of a number of goods. This is reported Interfax with reference to the speech of the Minister of Finance Anton Siluanov at an expanded meeting of the collegiums of the Ministry of Finance and the Ministry of Economy. In the fall of 2022, the Ministry of Finance considered the possibility of extending the “second extra” rule, when applications with foreign goods are rejected if at least one application with Russian is submitted, for public procurement of all goods.
“We will continue to improve the contract system. We will set up import substitution mechanisms in procurement, if there is a Russian supplier, then a foreign one is not considered. This will be implemented according to the agreed list of products. For Russian products, an advantage of 15% of the price of products will also be given,”— declared Mr Siluanov.
Now suppliers of Russian or EAEU-made products receive preferences in public procurement through four mechanisms: prohibitions on the purchase of foreign goods in the presence of Russian analogues, restrictions, conditions for the admission of foreign goods, as well as the minimum mandatory share of purchases of Russian-made goods.
The “second extra” rule for government procurement of software means that if several companies participate in the tender, the customer must choose a product included in the register of domestic software.
