The Ministry of Education and Science wants to reorganize the management of complex scientific and technical programs and projects (CSTP) of the full innovation cycle, implementing in them the model of a “qualified customer” – the end user of developments who will be responsible for bringing them to the market. The innovation takes into account the shortcomings in the management of existing KSTP – the functions of the customer and the prospects for the participation of industrial partners in projects and their co-financing in them are blurred.
The Ministry of Education and Science plans to make changes to the management scheme of the KSTP of the full innovation cycle – amendments to the rules for the development, approval, implementation, adjustment and completion of such programs are posted on regulation.gov.ru. The department refers to the need to solve problems identified during the implementation of two existing programs – “New composite materials: design and production technologies” and “Clean Coal – Green Kuzbass” – including the uncertainty of the customer’s role and the imperfection of mechanisms for securing the intentions of industrial partners for co-financing and obligations to participate in projects.
As stated in the explanatory note to the document, the project involves the implementation in KSTP of a “qualified customer” model and a system for the formation and implementation of strategically significant projects, their acceptance and evaluation of results. Now the customer of the KSTP can be an organization in the real sector of the economy, interested in using the results of a program or project and participating in the implementation and implementation of their activities. The amendments oblige the customer to also implement the scientific, scientific and technical results of the KSTP and ensure its extra-budgetary co-financing.
KSTP, we recall, is a mechanism for the voluntary participation of science and business in research and production programs focused on specific industrial results for the sake of import substitution in the most necessary areas. Such programs are financed jointly – by the federal (within the framework of state programs), regional and local budgets and companies: in conditions of limited budgetary capabilities and the risks of excessive budgetary stimulus (see “Kommersant” of December 29, 2023), the government seeks to avoid ineffective spending and, obviously, wants to share responsibility for results with the business. However, precedents for businesses leaving KSTP are not uncommon. Thus, within the framework of various KSTP subprograms “Development of selection and seed production of potatoes in the Russian Federation” of the federal agricultural STP, companies left the project, for example, due to unprofitable production of seed potatoes, changes in the overall development strategy of the enterprise, or due to a difficult financial situation.
A year and a half ago, the Ministry of Education and Science de facto proposed raising the status of KSTP to independent federal projects not included in national projects. This would allow KNTP to be managed according to design principles (see Kommersant of September 20, 2022). The current document proposes to coordinate the development and implementation of CSTP by the Commission for Scientific and Technological Development, to narrow the circle of possible initiators of CSTP to federal authorities and other main managers of budget funds, excluding business and public organizations from them, and de facto leaving them to the real customers of specific developments , selected for the sake of “technological sovereignty”, the responsibility for their financing and commercialization of the results.
