The Ministry of Economy has concluded an agreement on the protection and promotion of capital investments (SZPK) with Industrial Technologies (part of Roman Trotsenko’s AEON). This was announced by Deputy Minister of Economy Murat Kerefov to the newspaper Vedomosti. This is the first SZPK in two years.
According to him, Industrial Technologies is going to build a plant for the production of methanol in the Volgograd region. The amount of investment in the project will amount to 74 billion rubles. The plant will become an anchor project for investors in the new Khimprom Special Economic Zone.
In October 2020, investors got the opportunity to conclude SZPK with the Ministry of Economy. The agreement guarantees the immutability of tax conditions and reimbursement of infrastructure costs.
The SZPK has not been concluded since April 2021 due to the expiration of the temporary rules for their conclusion and the failure to launch the Capital Investments state platform. In September this year, the government adopted new rules for concluding agreements, Vedomosti reminds.
As Mr. Kerefov explained, since September, the Ministry of Economy has received six applications from companies to conclude agreements. He did not give their names. According to him, they presented projects in the field of agriculture, industry, processing, development and tourism.
